Scan Tool Does Not Power Up

  1. Test battery feed circuit at Data Link Connector (DLC) terminal No. 16 (Orange wire) for an open or short to ground. See Fig 1 . If battery voltage exists and scan tool powers up, go to BODY CONTROL MODULE (BCM) DTC DEFINITIONS  and perform diagnostic system check for applicable system. If battery voltage does not exist, repair open or short to ground in Orange wire between DLC and RADIO, RFA, HVAC, CLUSTER, CEL TEL fuse (15-amp) located in fuse block. If problem is not found and scan tool does not power up, go to next step.

  2. Test ground circuit at DLC terminal No. 4 (Black wire) for an open. If ground circuit continuity is present and scan tool powers up, go to BODY CONTROL MODULE (BCM) DTC DEFINITIONS  and perform diagnostic system check for applicable system. If ground circuit continuity does not exist, repair open in Black wire between DLC and ground point. See WIRING DIAGRAMS  . If problem is not found and scan tool does not power up, go to next step.
  3. Inspect DLC terminals No. 4 and No. 16 for poor connections. Repair as necessary. If problem is corrected and scan tool powers up, go to BODY CONTROL MODULE (BCM) DTC DEFINITIONS  and perform diagnostic system check for applicable system. If problem is not found and scan tool does not power up, go to next step.
  4. Scan tool may be defective. Refer to scan tool operator's manual. Replace scan tool and go to BODY CONTROL MODULE (BCM) DTC DEFINITIONS  and perform diagnostic system check for applicable system.
