Failure Conditions:
- 1-2 shift time 5.5 seconds or greater and adapt cannot shorten shift time for 5 shifts.
- 2-3 shift time 5.5 seconds or greater and adapt cannot shorten shift time for 5 shifts.
- 3-4 shift time 5.5 seconds or greater and adapt cannot shorten shift time for 5 shifts.
