Scan Tool Does Not Power Up

  1. Test battery feed circuit at Data Link Connector (DLC) terminal No. 16 (Red wire) for an open or short to ground. See Figure . If fault is located and repaired, perform diagnostic system check for system affected. If fault is not located and repaired, go to next step.
  2. Test ground circuit (Black wire) at DLC terminal No. 4 for an open. If fault was located and repaired, perform diagnostic system check for system affected. If fault was not located and repaired, go to next step.
  3. Inspect for poor connections at terminals No. 4 (Black wire) and No. 16 (Red wire) of DLC. If fault was located and repaired, perform diagnostic system check for system affected. If fault was not located and repaired, go to next step.
  4. Scan tool may be defective. See scan tool operator's manual. Replace scan tool and perform diagnostic system check for system affected.
