Windshield Wiper Test 5A - Wipers Not Operating

WARNING: This page is about a different car, the 1998 Dodge Intrepid and 1998 Chrysler Concorde. However, it is still accessible from the selected car via links, so may be relevant.
NOTE: Perform WINDSHIELD WIPER TEST 1A  before proceeding with this test. For connector terminal identification, refer to CONNECTOR IDENTIFICATION  . For wiring diagrams, refer to WIRING DIAGRAMS  . Perform, after each repair, VERIFICATION TEST VER-1A - BODY VERIFICATION TEST  .
CAUTION: Always turn ignition switch to OFF position prior to disconnecting or connecting any module connector.
  1. Using scan tool, actuate low speed wiper motor test. If wipers operate in low speed, go to WINDSHIELD WIPER TEST 5B  . If wipers do not operate in low speed, go to next step.
  2. Stop wiper motor actuation test. Gain access to Power Distribution Center (PDC). PDC is located in engine compartment. See Figure in INSTRUMENT CLUSTER TEST 4B. Inspect fuse "M". If fuse is open, go to WINDSHIELD WIPER TEST 5C  . If fuse is okay, go to next step.
  3. Remove fuse "M". Using external voltmeter, measure voltage between ground and B+ circuit on fuse "M" socket. If voltage is 10 volts or less, repair open B+ circuit. If voltage is greater than 10 volts, go to next step.
  4. Install fuse "M". Remove wiper ON/OFF relay from Power Distribution Center (PDC). See Figure in WINDSHIELD WIPER TEST 2A. Using external voltmeter, measure voltage between ground and terminal "D" (Red wire ) on ON/OFF relay socket. If voltage is 10 volts or less, repair open Red wire circuit. If voltage is greater than 10 volts, go to next step.
  5. Connect jumper wire between terminals "B" and "D" on ON/OFF relay socket. If wiper motor operates, go to WINDSHIELD WIPER TEST 5D  . If wiper motor does not operate, go to next step.
  6. Disconnect wiper HI/LO relay form PDC. Do not disconnect jumper wire. Using external voltmeter, measure voltage between ground and terminal "B" (Dark Green/Yellow wire) on HI/LO relay socket. If voltage is 10 volts or less, repair open Dark Green/Yellow wire between wiper ON/OFF and HI/LO relays. If voltage is greater than 10 volts, go to next step.
  7. Disconnect jumper wire. Connect jumper wire between terminal "D" on wiper ON/OFF relay socket and terminal "E" on wiper HI/LO relay socket. If wiper motor operates in low speed, replace HI/LO relay. If wiper motor does not operate in low speed, go to WINDSHIELD WIPER TEST 5E  .
