Windshield Wiper Test 5E - Wipers Not Operating

WARNING: This page is about a different car, the 1998 Dodge Intrepid and 1998 Chrysler Concorde. However, it is still accessible from the selected car via links, so may be relevant.
NOTE: Perform WINDSHIELD WIPER TEST 5A  before proceeding with this test. For connector terminal identification, refer to CONNECTOR IDENTIFICATION  . For wiring diagrams, refer to WIRING DIAGRAMS  . Perform, after each repair, VERIFICATION TEST VER-1A - BODY VERIFICATION TEST  .
CAUTION: Always turn ignition switch to OFF position prior to disconnecting or connecting any module connector.
  1. Disconnect motor connector. Do not disconnect jumper wire. Using scan tool in voltmeter mode, measure voltage at terminal "E" (Brown/White wire) on wiper HI/LO relay socket. If voltage is 10 volts or less, repair open Brown/White wire. If voltage is greater than 10 volts, go to next step.
  2. Ensure ignition, lights and accessories are off. Using scan tool in ohmmeter mode, measure resistance at "E" (Black wire) on wiper ON/OFF relay socket. If resistance is less than 5 ohms, replace wiper motor. If resistance is 5 ohms or greater, repair open Black wire.
