Verify no leaks in exhaust system.
Verify base timing is correct and that timing advance system is functional.
Verify that air intake system is clear of restrictions.
Ensure idle adjustment is correct.
Ensure automatic choke operation is correct.
Check for clogged carburetor main air bleed.
Check mixture control valve.
Check for leaks in exhaust system.
