Test A: Scan Tool Does Not Power Up

NOTE: Scan tool should power up with ignition switch in OFF position. Some modules will not communicate unless ignition switch is in RUN position and DIM has sent appropriate power mode message on Class 2 serial data line.
  1. Inspect Orange wire for an open or short to ground between rear fuse block connector C2 terminal C1 and Data Link Connector (DLC) terminal No. 16. See Figure. Inspect for a short to ground between trunk lid valet lockout switch and splice S211. Trunk lid valet lockout switch is located on passenger side of instrument panel. S211 is located on passenger side of engine compartment. DLC is located below driver side of instrument panel, near steering column. See WIRING DIAGRAMS . If problem does not exist, go to next step. If problem exists, repair Orange wire as necessary. After repair, perform appropriate diagnostic system check for suspect system.   2. Inspect for an open or high resistance between ground G201 and DLC terminal Nos. 4 and 5. G201 is located on passenger front corner of passenger compartment, below sill trim plate. See Figure. If problem does not exist, go to next step. If problem exists, repair Black wire as necessary. After repair, perform appropriate diagnostic system check for suspect system.   3. Inspect DLC for poor connections and terminal tension. If problem does not exist, go to next step. If problem exists, repair DLC as necessary. After repair, perform appropriate diagnostic system check for suspect system. See BODY CONTROL SYSTEM DIAGNOSTIC SYSTEM CHECK  under SELF-DIAGNOSTIC SYSTEM.
  4. Ensure scan tool is not malfunctioning. Refer to scan tool manufacturer instructions. If scan tool is operating correctly, or a proper operating scan tool has been obtained, perform appropriate diagnostic system check for suspect system.
