System Inspection
Warm engine to normal operating temperature. Run engine at idle. Remove protector from shutter valve actuator. Verify shutter valve actuater rod is extended at idle. Gradually increase engine speed and verify rod retracts into shutter valve actuator at engine speeds above 3700 RPM. Continue to increase engine speed and verify rod extends above 5750 RPM. See Fig 1 . If necessary, check following components.
