Check For Ground Open To ICM

Turn key off and disconnect PCM. Measure resistance between breakout box pins J27 (PWR GND E) and chassis ground. If resistance is less than 5 ohms, go to CHECK VRS RESISTANCE. If resistance is 5 ohms or more, repair open in ground circuit.
