Scan Tool Will Not Communicate

WIRING DIAGRAMS article.
- Check voltage between ground and OBD-II Data Link Connector (OBD-II DLC) terminal No. 16. If battery voltage exists, go to next step. If battery voltage does not exist, repair connectors and/or wiring between OBD-II DLC and power supply.
- Check resistance between ground and OBD-II DLC terminals No. 4 and 5. If resistance is not zero ohms, repair wiring between ground and OBD-II DLC. If resistance is zero ohms, try a different scan tool adapter cable. If scan tool does not communicate, try scan tool on known-good vehicle. If scan tool still does not communicate, repair or replace scan tool.
