Scan Tool Does Not Power Up
NOTE:
Data Link Connector (DLC) is unable to provide battery voltage or ground to scan tool.
- Check RADIO, HVAC, RFA, CLUSTER, DATA LINK fuse (15-amp) located in fuse block. If fuse is blown, go to next step. If fuse is okay, go to step 3 .
- Replace RADIO, HVAC, RFA, CLUSTER, DATA LINK fuse. See appropriate wiring diagram in DATA LINK CONNECTORS article in WIRING DIAGRAMS. Recheck fuse. If fuse is blown, repair short to ground in Orange wire between DLC terminal No. 16 and fuse block. See Fig 1 . If fuse is okay, go to next step.
- Connect test light between Data Link Connector (DLC) terminals No. 4 (Black wire) and No. 16 (Orange wire). See Fig 1 . If test light illuminates, go to step 7 . If test light does not illuminate, go to next step.
- Connect test light between DLC terminals No. 5 (Black wire) and No. 16 (Orange wire). If test light illuminates, repair poor connection or open in Black wire between DLC terminal No. 4 and ground If test light does not illuminate, go to next step.
- Connect test light between DLC terminal No. 16 (Orange wire) and ground. If test light illuminates, go to next step. If test light does not illuminate, repair poor connection or open in Orange wire between DLC terminal No. 16 and fuse block. See appropriate wiring diagram in DATA LINK CONNECTORS article in WIRING DIAGRAMS.
- Connect test light between battery voltage and DLC terminal No. 4 (Black wire). If test light illuminates, repair poor connection or open in Black wire between DLC terminal No. 5 and ground. If test light does not illuminate, repair poor connection or open in Black wire between DLC terminal No. 4 and ground. See appropriate wiring diagram in DATA LINK CONNECTORS article in WIRING DIAGRAMS.
- Connect test light between DLC terminals No. 5 (Black wire) and No. 16 (Orange wire). See Fig 1 . If test light illuminates, go to next step. If test light does not illuminate, repair poor connection or open in Black wire between DLC terminal No. 5 and ground.
- Connect scan tool to another vehicle. If scan tool operates on another vehicle, check for poor connection between scan tool and DLC. If connection is okay, check for faulty scan tool. See scan tool manufactures instructions and repair as necessary. If scan tool does not communicate with another vehicle, check for faulty scan tool. See scan tool manufacturer's instructions and repair as necessary.
