Test A: Scan Tool Does Not Power Up: Testing

  1. Check for open or short to ground in Orange wire between underhood junction block FRT AUX (20-amp) fuse and Data Link Connector (DLC) terminal No. 16. See Figure. See DATA LINK CONNECTORS article in WIRING DIAGRAMS. If no problem is found, go to next step. If problem is found, repair as necessary and perform diagnostic system check for suspect system.
  2. Check for open in Black wire between ground and DLC terminal No. 4. Ground point is located under left side of instrument panel on cross beam between parking brake assembly and steering column. If no problem is found, go to next step. If problem is found, repair circuit as necessary and perform diagnostic system check for suspect system.
  3. Check for poor or loose connections between scan tool and DLC terminals No. 4 and 16. If no problems are found, go to next step. If problem is found, repair as necessary and perform diagnostic system check for suspect system.
  4. Scan tool may be malfunctioning. Check scan tool manual for diagnostic procedures. If scan tool is functioning properly, perform diagnostic system check for suspect system.
