Test A: Scan Tool Does Not Power Up

NOTE: Ensure scan tool operates correctly on a known good vehicle before proceeding.
  1. Check CD/DLC fuse (15-amp), located in underhood fuse block. See COMPONENT LOCATIONS . If fuse is okay, go to next step. If fuse is blown, replace fuse and check affected circuit for short to ground. See POWER DISTRIBUTION article in WIRING DIAGRAMS. Repair affected circuit as necessary and retest operation.
  2. Disconnect scan tool from DLC. Connect test light between ground and DLC terminal No. 16 (Orange wire). See Figure. If test light illuminates, go to next step. If test light does not illuminate, repair open or short to ground in Orange wire between DLC terminal No. 16 and CD/DLC fuse. See DATA LINK CONNECTORS article in WIRING DIAGRAMS. After repairs, recheck scan tool operation.
  3. Connect test light between battery voltage and DLC terminal No. 4 (Black wire). If test light illuminates, go to next step. If test light does not illuminate, repair open in Black wire between DLC terminal No. 4 and instrument panel ground splice pack. See GROUND DISTRIBUTION article in WIRING DIAGRAMS.
  4. Connect test light between battery voltage and DLC terminal No. 5 (Black/White wire). If test light illuminates, check for poor or loose connection at DLC terminals No. 4 (Black wire), No. 5 (Black/White wire) and No. 16 (Orange wire). Repair as necessary. If test light does not illuminate, repair open in Black/White wire between DLC terminal No. 5 and clean ground. See GROUND DISTRIBUTION article in WIRING DIAGRAMS.
