Actuator pump motor is locked, or pump motor circuit is open. Check pump motor, relay, vehicle battery, actuator wiring harness, connectors, actuator pump motor circuit, and actuator ground bolt. See ABS CONTROL RELAY under COMPONENT TESTING. See ACTUATOR CHECK under DIAGNOSIS & TESTING.
