Generator Belt Pulley (W/Freewheel)

Rotate pulley counter-clockwise and brake heavily. Freewheel should grip rotor shaft when rotating counter-clockwise. Stop rotation. When braking pulley, freewheel mechanism should release so that rotor shaft continues to rotate.
