Inspection and Repair

Measure the resistance at the outlet terminals of the heater (one is to the fan, the other is to the heater) with multimeter, and evaluate potential damage to the heater.
Inspect fuse; if damaged, replace.
Inspect the contactor and relay; if damaged, replace.
Check for circuit failure, such as a broken line or short circuit.
