  1. Start engine. If vehicle does not start with THEFT indicator flashing, go to next step. If vehicle starts with THEFT indicator flashing, problem is in PCM. See appropriate SELF-DIAGNOSTICS article in ENGINE PERFORMANCE.
  2. Using New Generation Star (NGS) or Worldwide Diagnostic System (WDS) tester, retrieve and record continuous DTCs. Clear continuous DTCs and perform PCM self-test. If NGS/WDS tester communicates with PCM, go to next step. If NGS/WDS tester does not communicate with NGS/WDS tester, repair network communication concern. See MODULE COMMUNICATIONS NETWORK - MUSTANG article.
  3. Using NGS/WDS tester, retrieve and record continuous DTCs. If DTC P1260 is retrieved, go to next step. If DTC P1260 is not retrieved, check PCM power and ground circuits. See appropriate SELF-DIAGNOSTICS article in ENGINE PERFORMANCE.
  4. Repeat self-diagnostics. See SELF-DIAGNOSTIC SYSTEM  . Turn ignition switch to LOCK position. Using NGS/WDS tester, retrieve and record continuous DTCs. Clear continuous DTCs and perform instrument cluster self-test. If DTC U1147 is not retrieved, system is okay at this time. If DTC U1147 is retrieved, replace instrument cluster then perform TEST J: SECURITY IDENTIFICATION DOES NOT MATCH BETWEEN INSTRUMENT CLUSTER & PCM  . If DTC U1147 still exists after instrument cluster has been replaced, replace PCM.
