Possible Causes

An open in circuit 31-FA45 (BK), 31S-FA18 (BK/RD), 30S-FA18 (RD/BK), 30-FA24 (RD/OG) or 31S-FA23 (BK/BU).
A short to ground in circuit 8-FA45 (BN/BU).
A short to voltage in circuit 31S-FA23 (BK/BU).
A/C blower relay.
Blower motor control module.
DATC module.
