Start engine and allow to idle. Disconnect inlet vacuum hose to EGR valve. Connect vacuum pump to EGR valve inlet port. Apply vacuum. If engine runs rough or stalls, EGR valve is functioning properly. If engine does not run rough or stall, check for faulty EGR valve, plugged EGR passage or faulty EGR solenoid.
