Each VDA should packetize/de-packetize (both in and out, BAM and RTS_CTS) and not send the individual TP packets back to the application if the nIsAppPacketizing  is set to FALSE on RP1210_ClientConnect (  ). If the nIsAppPacketizing  is set to TRUE (1) on RP1210_ClientConnect (),  the VDA should not packetize/de-packetize at all (in or out, BAM or RTS_CTS). A VDA does not ever have to pass both packets and complete messages (a change made in RP 1210C).
