Condition 

Diagnostic trouble code (DTC) PHM-0013 is stored if the phone module (PHM) registers an internal fault in the power supply.

Diagnostic trouble code (DTC) PHM-0013 can be diagnosed with the ignition on (not key position 3) and when the battery voltage is 9-16 V.
