Test E: Scan Tool Does Not Power Up: Testing

- Check for battery voltage at DLC terminal No. 16 (Orange wire). If battery voltage exists, go to next step. If battery voltage does not exist, repair open, blown AUX POWER (25-amp) fuse or short to ground as necessary. After repair, go to DIAGNOSTIC SYSTEM CHECK INDEX table under SELF-DIAGNOSTIC SYSTEM.
- Check for open circuit between DLC terminal No. 4 (Black/White wire) and ground. If no problem is found, go to next step. If problem is found, repair open or high resistance between DLC and ground. After repair, go to DIAGNOSTIC SYSTEM CHECK INDEX table under SELF-DIAGNOSTIC SYSTEM.
- Check for damage and poor connections on DLC terminals No. 4 and No. 16. If no problem is found, go to next step. If problem is found, repair as necessary. After repair, go to DIAGNOSTIC SYSTEM CHECK INDEX table under SELF-DIAGNOSTIC SYSTEM.
- Check scan tool. Follow scan tool manufacturer's instructions. After repair, go to DIAGNOSTIC SYSTEM CHECK INDEX table under SELF-DIAGNOSTIC SYSTEM.
