Power Windows Not Operational With Key Off: Description

Windows cannot be operated for 30 seconds after ignition switch is turned to ACC or LOCK position. Only possible cause is ETACS-ECU. Replace as needed. ETACS-ECU is located behind lower left corner of instrument panel.
