Tailgate Flashing Control Function

If there is a request for having the Tailgate flashing (b_TGateFlasher == Off→On), a pattern of Turn left and turn right bulb flashing is performed.
Tailgate flashing is two times flash, each operation time is 500ms having 500ms pausing time.
